CHSAA to Host Legislative Council Meeting on Jan. 28

AURORA – The Colorado High School Activities Association is presenting new bylaw proposals and committee reports to the CHSAA’s Legislative Council, the democratic arm of the association, on Tuesday, January 28, at the DCSD Legacy Campus.

The meeting will kick off at 9 a.m., with doors opening for Legislative Council voting members, athletic and activities directors, superintendents, principals, school administrators, media members and any other attendees at 8 a.m. Anyone unable to make the meeting can watch a live stream of the event or follow along by a live blog.

During the meeting, CHSAA will present new bylaw proposals and committee reports to the Legislative Council, a member group of 75 representatives from across the state of Colorado. Each primary league has representation, in addition to representation from the Colorado Association of School Executives, Colorado Association of School Boards, and the Colorado Athletic Directors Association. This diverse group is tasked with making decisions that they feel best for all student-participants across the state.
 
CHSAA has two Legislative Council meetings per year, with the second meeting being held on Tuesday, April 22.
 
Prior to the January Legislative Council meeting, the CHSAA Board of Directors will meet for its January meeting on Monday, Jan. 27. Following the Legislative Council meeting, CHSAA will host its 2025 CHSAA Hall of Fame Banquet. Tickets for the Hall of Fame are open to the public and must be purchased in advance (no tickets will be sold at the door). All three events will be held at the DCSD Legacy Campus.
 
Some of the specific bylaw proposals and committee report proposals are as follows:
 
Administrative and Athletic Proposals (requires majority vote for approval) are:

• ADM 1 – Clarifies and reinforces that coaches are hired by schools/districts and that personnel matters are the responsibility of the school/district.
• ADM 3 – Requires in bylaw that any school in a postseason event must identify a school administrator who will be present/on-site.
• ADM 4 & ADM 5 – Allow for Ice Hockey (ADM 4) and Alpine Skiing (ADM 5) to practice on Sundays. Teams/schools in each sport must designate one day during the week that it will not be practicing. Sunday practice must be voluntary and be on-ice or at a race venue.
• ATH 1 – Start the football season one week earlier than the current calendar with the first week being a heat acclimatization week, helmets only.
• ATH 4 – Start the girls swimming & diving season one week earlier so that it retains the same number of traditional weeks while also still avoiding conflict with the State Wrestling Championships.

 
Other major changes coming from the committee reports include:

• Baseball – Recommends new game minimums to qualify for postseason and expand the regional playoff round for 4A and 5A to a double-elimination format. It would still be the same regional format (four teams), but played over two days and six games, beginning in 2026.
• Basketball – The Foothills League is looking to amend the shot clock policy that was passed in April 2024 to deny the shot clock for 1A, 2A and 3A.
• Golf – Proposes the removal of a regional tournament to qualify for state, effective Fall 2025.
• Track & Field – The High Plains League is looking to amend the committee report to allow the Top 18 to qualify for the State Championships.
