CHSAA to Host Legislative Council Meeting on Tuesday, Feb. 3


AURORA – The Colorado High School Activities Association is presenting new bylaw proposals and committee reports to the CHSAA’s Legislative Council, the democratic arm of the association, on Tuesday, Feb. 3, at the DCSD Legacy Campus.
The meeting will kick off at 9 a.m., with doors opening for Legislative Council voting members, athletic and activities directors, superintendents, principals, school administrators, media members and any other attendees at 8 a.m. Anyone unable to make the meeting can watch a live stream of the event or follow along by a live blog.

During the meeting, CHSAA will present new bylaw proposals and committee reports to the Legislative Council, a member group of 75 representatives from across the state of Colorado. Each primary league has representation, in addition to representation from the Colorado Association of School Executives, Colorado Association of School Boards, and the Colorado Athletic Directors Association. This diverse group is tasked with making decisions that they feel best for all student-participants across the state.
CHSAA has two Legislative Council meetings per year, with the Spring Legislative Council meeting being held on Wednesday, April 22.
Some of the specific bylaw proposals and committee report proposals are as follows:
Constitutional (requires 2/3 vote for approval), Administrative and Athletic Proposals (requires majority vote for approval) are:
- CON 1 – More clearly defines what a CHSAA member school can and cannot be
- CON 2 – Provides guidelines for makeup of committee members
- CON 3 – Requires at least 50% of members seated on a committee to have at least three (3) years of Athletic Director experience
- ADM 1 & ADM 2 – Clarifies how enrollment data will be used in classification of programs
- ADM 3 – Aligns the language of district teams with co-op teams, and clarifies how teams are formed and then classified
- ADM 4 – Better defines who is considered a “coach” within the context of athletic-motivated transfers
- ADM 5 – Revises the calendar-based standard for restricted varsity to a competition-based measure
- ADM 6 – Ensures that international students who are not part of an approved educational exchange program are held to the same eligibility stndars as domestic transfer students
- ADM 7 – Allow officials organizations to review ejections based on any physical act to ensure the call was correct. Align language with the new Bylaw 2201, if passed
- ADM 8 – Clarifies the language around Foundation Games and Scrimmage Dates
- ADM 9 – Stabilize the amount of teams who qualify for the playoffs
- ATH 1 – Start the girls swimming and diving season on Week 19 (NFHS calendar) to provide one week between the boys and girls swimming and diving seasons.
