AURORA - Two proposals were passed Tuesday morning during a virtual, special session of the Colorado High School Activities Association’s Legislative Council meeting: an enrollment multiplier and a one-time retention refund.
With the passing of
ADM-3: Enrollment Multiplier, beginning with the next cycle (2026-28), enrollment data will be counted using the following policies:
- A member school shall have its three-year enrollment average multiplied by a factor of 1.5 if it meets one or more of the following criteria:
- The member school is designated as “non-public” by the Colorado Department of Education
- The school has a tuition-based enrollment model
- Programs in bracketed sports at schools that meet the above definition will be exempt from the 1.5 multiplier if they did not qualify for and win at least one postseason contest during the previous cycle
The multiplier is intended to adjust for the competitive advantage that some member schools may have due to selective admissions, enrollment controls, and/or tuition-based enrollment when compared to schools which do not have these advantages. The multiplier aims to standardize data and ensure a more equitable comparison of school enrollments despite differing admission practices.
A 1.5 multiplier is a common and widely accepted factor used by other state high school associations that have implemented similar models. The proposal passed with 52 votes for, 22 against and one abstention (70.27%).
The Legislative Council also passed
POL-1: One-Time Retention of 2024-25 Refund, which allows CHSAA to retain the 2024-25 membership refund and reinvest it toward the renovation of the CHSAA office building. The 2024-25 membership refund is $175,687.
CHSAA’s Legislative Council is made up of 75 voting members from across the state of Colorado. Each primary league has representation, in addition to representation from the Colorado Association of School Executives, Colorado Association of School Boards, and the Colorado Athletic Directors Association. This diverse group is tasked with making decisions that they feel best for all student-participants across the state. The CHSAA office does not have a voting member among the representatives.
The next Legislative Council meeting will be February 3.
