CHSAA Board Votes to Revisit ADM-3 Proposal for Further Refinement

AURORA – The Colorado High School Activities Association (CHSAA) Board of Directors held a Special Meeting Tuesday morning and voted to remove the ADM-3 proposal (proposed by the Board) from the agenda of the upcoming 2025 Spring Legislative Council meeting, scheduled for Tuesday, April 22.
Following extensive outreach and meaningful dialogue amongst the Board themselves, CHSAA staff, and most importantly with stakeholders across the State, the Board determined that the current version of the proposal requires additional refinement before being presented for a full membership vote. The decision reflects the Board’s strong commitment to thoughtful policy development and the importance of clear, actionable bylaw language that reflects the true intent of the proposal.
“This proposal was the result of significant work by the CLOC Task Force, CLOC Committee, and the Board, and we are incredibly grateful for their dedication and professionalism,” said CHSAA Commissioner Mike Krueger. “While we recognize the importance of the issues addressed in this proposal, the Board ultimately felt that the current verbiage did not fully capture its intended purpose or potential impact. Pressing pause at this point gives us the chance to rework the proposal with greater clarity, rather than setting a concerning precedent by trying to adjust language after possible adoption.”
The Board expressed its full intent, working with both the CHSAA Staff and membership, to reintroduce a revised proposal in the next few months, with the goal of finalizing and implementing an updated version of ADM-3 that will still allow for full implementation for the 2026-28 classification cycle.
Member schools and athletic directors are encouraged to continue engaging in open conversations with their respective Board representatives and colleagues. Feedback and dialogue will remain vital to ensuring that the forthcoming proposal is reflective of the needs and values of the Association’s membership.
