LONE TREE, CO – The first of two CHSAA Legislative Council meetings in 2024 was conducted Tuesday, Jan. 30, at the DCSD Legacy Campus.
Below is a list of the more notable proposed changes that were approved on Tuesday. Links to the full committee reports can be

All motions were passed by members of the Legislative Council.
The biggest changes voted through on Tuesday were the changes to Tournament and Playoff Finance structure, that all coaches will be required to attend/watch CHSAA approved rules clinics every year and that esports will gain structural integrity around eligibility going forward.
Although the shot clock was voted down for all classifications and for varsity only games, it’s going to go back to the committee and possibly come forward with new proposals in April.
CON 1 – Board of Directors At Large Members
Add an additional at large Board of Directors member to allow for more diverse and equitable representation across our state.
CON 2 – Board of Directors Representation
Update the bylaws to align with the new additions of at-large Board members. With at-large members, leagues will have the potential for overlap with board representation.
ADM 1 – Coach & Rule Meeting
All coaches shall attend/watch annually a CHSAA approved rules clinic in their sport prior to the start of the first interscholastic contest.
ADM 4 – Cooperative Programs
Streamline the Cooperative Program Bylaw and align it with current practice by eliminating some of the current criteria.
ADM 6 – International Students
Provide consistency and equity for international exchange students relative to existing bylaw standards and provide clarity around the process for those students who are choosing to study in the US without involvement in an approved exchange program.
ATH 1 – Football
Begin the football season on the Monday of Week 6 (NFHS Calendar). The first scrimmage date shall be on the Thursday of Week 7, and the first competition may begin on the Thursday of Week 7. The season shall run until the final state championships.
ACT 1 – Esports Eligibility
To hold esports participants to the same standard as sport participants by having esports follow all applicable athletic bylaws (with the exception of the athletic physical requirement, season start dates and number of seasons of sport allowed).
CR ADM – Budget & Property Administration
Membership dues and participation fees will remain the same for the 2024-25 school year and will not increase.
CR ADM – Classification and League Organizing (CLOC)
Move four schools from preliminary to probationary membership:
· Two Roads Charter
· Ascent Classical
· Liberty Tree
· Monument Academy
CR ADM – Coaching Education and Registration
Coaches take a refresher concussion course, watch coaches’ rules meetings annually and rewrite the CHSAA bylaws coaches test
CR ADM – Tournament and Playoff Finance
Change the current structure away from playing from a percentage of playoff gate revenue to a set fee paid by all schools depending on their classification.
CR ACT – Esports
An esports coaches test will be added to the rSchool platform
CR ATH – Cross Country
Regional hosts must confirm prior to March 1 if they’re able to host. Hosts must then solidify the location by April 1.
CR ATH – Golf
Implement a second-place tiebreaker for the team championship at the state tournament for both boys and girls golf.
CR ATH – Soccer
Expand the 2A postseason bracket from 16 to 24 teams.
CR ATH – Tennis
Regional team placements will be reviewed and revised.
CR ATH – Unified Bowling
If a region has five-or-less participating schools in the region, then the region will only qualify the top-two teams for the state championships.
CR ATH – Volleyball
Eliminate geography in the regional seeding criteria and establish a “default” date and time for regionals if it cannot be mutually agreed upon.
