GREENWOOD VILLAGE - The Colorado High School Activities Association’s Board of Directors met Wednesday at the Make-a-Wish Foundation for its November meeting.
The biggest decision to come from the meeting was around proposed language for the potential adoption of a basketball shot clock. The Board and CHSAA staff shared feedback that they have received through email as well as numerous discussions with member schools and school administrators across the State. Following insightful dialogue and in-depth conversation around implementation levels, timelines, associated costs, training and education for officials, the CHSAA Board of Directors will be submitting the following language to the January Legislative Council in the form of an amendment to the basketball committee report
; "The CHSAA Board of Directors recommends the implementation of a 35 second shot clock (as outlined and defined by the NFHS) starting with the 2026-2027 school year.”
The decision/vote by the Legislative Council on whether or not to implement the shot clock will take place at the winter meeting held on January 30, 2024. As mentioned, the intent of the proposed language is to take effect starting with the winter season of the 2026-27 school year and in consideration for officials, application and game management the recommendation is for all classifications and all levels.
Additional conversation was had around bylaw proposals that the Board will put forward for the Legislative Council to vote on in January. Those bylaw proposals included:
- Bylaw 810.46: At-large Board of Directors members (clerical edits)
- Regional rotation schedule
- Board representation for at-large members
- Bylaw 1790: Clarity around the process and timelines for cooperative programs
- Esports participant eligibility requirements
- Also addressing all appropriate and associated bylaws relative to this change
- Bylaw 1870: Clarity in verbiage around consistency for international transfer and International Exchange (program) students
- Addition of a spring calendar bylaw to account for memorial day conflicts on specific years relative to the NFHS calendar
- Bylaw 1650: Requiring all coaches to watch/attend a CHSAA approved rules clinic annually
- Bylaw 3330: Football allowing for zero week contests; and eliminating the end of summer padded camp
All items mentioned above, including the shot clock language, will be shared in the Legislative Council packet that will be sent to all member schools in early December.
The Board will have one additional meeting in 2023, as it meets on Wednesday, Dec. 6.
