Monica Tillman serves as the Senior Coordinator of Sports and Officials for the Colorado High School Activities Association (CHSAA), where she has spent more than 21 years supporting athletics across the state. For the past two decades, she has worked directly with officials in all sanctioned sports, helping develop and maintain one of the largest and most organized officiating systems in Colorado. She manages Arbiter, the primary platform for officials, overseeing registration, communication, and assignment coordination. Tillman is also responsible for distributing rule books, ensuring compliance requirements like background checks are completed, and managing officials’ fee structures.

She plays a key role in postseason operations by coordinating officials’ assignments for championship events. In addition to her officiating responsibilities, she helps oversee boys and girls swimming and diving as well as boys and girls golf at the state level. Tillman serves as the first point of contact for new officials, guiding them through onboarding and connecting them with area directors. In 2026, she was recognized by the International Association of Approved Basketball Officials (IAABO) for her outstanding service and long-standing support of officials in Colorado.
