CHSAA to Host Legislative Council Meeting on April 22

AURORA - The Colorado High School Activities Association is presenting new bylaw proposals and committee reports to the CHSAA’s Legislative Council, the democratic arm of the association, on Tuesday, April 22, at the DCSD Legacy Campus.

The meeting will kick off at 9 a.m., with doors opening for Legislative Council voting members, athletic and activities directors, superintendents, principals, school administrators, media members and any other attendees at 8 a.m. Anyone unable to make the meeting can watch a live stream of the event or follow along by a live blog.

During the meeting, CHSAA will present new bylaw proposals and committee reports to the Legislative Council, a member group of 75 representatives from across the state of Colorado. Each primary league has representation, in addition to representation from the Colorado Association of School Executives, Colorado Association of School Boards, and the Colorado Athletic Directors Association. This diverse group is tasked with making decisions that they feel best for all student-participants across the state.
 
CHSAA has two Legislative Council meetings per year, with the first meeting being held on Tuesday, Jan. 28. 
 
Prior to the January Legislative Council meeting, the CHSAA Board of Directors will meet for its April meeting on Monday, April 21. Following the Legislative Council meeting.

Some of the specific bylaw proposals and committee report proposals are as follows:
 
Administrative and Athletic Proposals (requires majority vote for approval) are:
  • ADM 1, ADM 2, ADM 3, ADM 4, ADM 5 & ADM 6 - Changes to the classification system in regards to timelines and logistics, play up/play down criteria, multiplier schools and required enrollment reporting. 
  • ADM 8, ADM 9 & ADM 10 - Adjustments to transfer bylaws to establish a formalized process and guidelines around transfers due to military reassignment and legal change of guardianship, and administrative transfers. 
  • ADM 12 - Clarifies amateur status and Name, Image and Likeness (NIL) rules.  
 
Other proposed major changes coming from the committee reports include:
  • Tackle Football - Allow the season to start on the Monday of NFHS Week 5, increase coaches awareness of heat illness by requiring a one-time heat acclimatization course, and adjust language that allows for replacement games in place of forfeits. 
  • Golf - Adjust the postseason format to re-introduce an altered regional tournament.
  • Wrestling - Proposing the addition of a state dual tournament to be implemented at the start of the 2026-28 cycle.
